I think u have been blocked from your service provider i mean GSM network provider :)) or u have been blocked by PUK so call to your network provider & get puk code

Hi if you've locked your phone through entering an incorrect pin number 3 times then you need a Puk code, Ring your service provider and they will give you the FREE Puk code.....
If you lock your phone again some time in the future and you're still with the same service provider you can use that same Puk code.. CHEERS..
Cell phones that have been deactivated are able to make emergency (911/SOS) calls only. The phone will need to be reactivated to be used normally. Check with the cellular carrier.
You will need to look up the phone number of your Network provider. SOS means emergency calls only are available to fire, police ambulance etc... so do not use this even if it does work - unless of course you have an emergency. The PUK code is only available directly from your Network Provider so use google to find their support number and then use another phone to call them. PUK is a personal unblocking key which is actually related to the Sim card and not the actual phone itself. Your Network provider is the only way to gain access to this information.
The good news is the Network provider will give you the PUK for free.
All you need to do is ring your provider (on another phone obviously) and once they have established that you are the owner of the phone they will give you the PUK for free and directions on how to enter it into your phone.
It cannot pickup signal on your location. Some cellphone brand will goes automatically to SOS or emergency calls. There is no way for you to do a regular call and SMS texting. Thank you.
You need to contact your service provider and get the PUK code. Your provider will be able to give you any special button sequences needed to enter it. If you have tried to put in the PUK code 10 times or more, your SIM card is fried and you will have to replace it.
Every PUK code is unique so nobody can tell you your PUK number, but i will tell you what you can do! 1)
If you still have your packet that your Sim Card came in, you should
find your PUK number in there, if you don't have the packet, please
read bellow.
2) You must get a phone that is on the same network
as your phone and call the networks Customer Care and ask them for your
PUK number, they will ask you for your phone number, then they will
tell you your PUK number. Once you have done this, you will be able to
reset your Pin number so you will be able to go into your phone again.
