Question about Apple iPod touch
It means you have entered the wrong code several times.
The solution is either you wait that long or enter dfu mode then restore it using iTunes.
Just follow these intructions for DFU mode then when iTunes recognizes the iPod is in recovery mode, click on restore. All your files will be deleted here.
