SOURCE: Lower spray arm won't spin
Sounds like you may have put it together wrong. I would just take the arm back off and make sure that it all fits together right. A little tip for you too. Dishwashers will clog up all the time with water deposits and food gunk. There are all those expensive cleaners out on the market but the best and cheapest way to clean them is with white vinegar. Simply pour it into the dishwasher when it is empty and run it on the pots and pans setting on hot. Always make sure to pre heat your water too by running the sink till it starts steaming. This will make it easier for your dishwasher to heat the water. If you don't, then when you turn on the dishwasher it starts to fill with cold water and has to heat it on its own. Run the vinegar though through it at least once a month or so and it will extend the life of the dishwasher. Hope this helps. Remove the lower basket so you can access the lower arm.
Does it spin freely? If not, remove and clean the rotating point. Make sure the spray nozzles are not clogged and there as no chunks of stuff inside the spray arm.

Pour 1 Cup of Muriatic Acid (Can be purchased at your local Pool Supply Store) into the bottom of the washer and a little in the soap dish. Run the Dishwasher through 5 cycles. Check to see If this helps. If not Try the same process with CLR house cleaner.
