yes if you are replacing the whole headlight unit otherwise you can replace the globe by removing the rear cover.

The Steering Column Cover is held by 3 screws mounted upward and you reach them through the access holes from under the column. Some are Phillip's head screws and some are torx screws. Once the screws are out remove the top cover first, then the under cover next. Hope this helps and have an awesome day Trevor.

If what you meant is the radiator cooling fans then the front mounting must be removed to access and replace. The radiator must be drained, the hose connection must be removed, you need access from below the car as it must be jacked up . Removal of the front end with good care is also needed.

Typically on Chrysler the lift point for the front tires is located just behind the wheel and for the rear just in front of the wheel. When you remove the cover that is over the spare tire there should be a diagram showing these. The User Manual will also designate these. These all assume you are using the original issued jack.

Yes the water pump does run of the timing belt system.
Directly from the service manual:

The 3.5L water pump has a die cast aluminum
housing and a plastic swept vane impeller. It bolts
directly to the right rear timing belt cover using an
O-ring for sealing. The water pump is
driven by the engine timing belt.

REMOVAL
The water pump on all models can be replaced
without discharging the air conditioning system.
WARNING: DO NOT REMOVE PRESSURE CAP
WITH THE SYSTEM HOT AND UNDER PRESSURE
BECAUSE SERIOUS BURNS FROM COOLANT CAN
OCCUR.

NOTE: It is normal for the water pump to weep a
small amount of coolant from the weep hole (black
stain on water pump body). Do not replace the
water pump if this condition exists. Replace the
water pump if a heavy deposit or a steady flow of
engine coolant is evident on water pump body from
the weep hole (shaft seal failure). Be sure to perform
a thorough analysis before replacing water
pump.

(1) Drain cooling system (Refer to 7 - COOLING -
STANDARD PROCEDURE).

(2) Remove accessory drive belts (Refer to 7 -
COOLING/ACCESSORY DRIVE/DRIVE BELTS -
REMOVAL).

NOTE: The water pump is driven by the timing belt.

(3) Remove engine timing belt (Refer to 9 -
ENGINE/VALVE TIMING/TIMING BELT AND
SPROCKETS - REMOVAL).

(4) Remove water pump mounting bolts (Fig. 31).
Note position of longer bolt for proper re-installation.

(5) Remove water pump body from engine

If you're just changing the bulbs, then all you need to do is reach behind the top cover and then remove the cover off the back of the headlamp assembly

there is a large plastic cover/shield under the car, remove it and the filter and oil pan are right there, the filter is in the front.

Sounds like one of two things. One is it has had oil spilled while adding oil and it has ran down into the chamber by gravity. The other is a leaking valve cover gasket.
