It sounds like your video card is set to produce a resolution / refresh rate beyond what your monitor is capable of reproducing. Try booting into safe mode - assuming you are running windows- by holding / tapping F8 while your turning on your computer. if you get something on your screen in safe mode you know your settings are incorrect or you have an improperly installed video card driver. reinstall the drivers while in safe mode and reboot.
