Hi:) At the auto parts store like Napa there is a $10.00 kit that you can get that has the instruction on how to glue it back on the glass and how to put the allen key in to tighten it up. All the glue and cleaner is in the kit.It is strong glue so make sure you put it in the right place the first time because it is not coming off to try again!
Most auto parts stores will have a kit which includes an adhesive specifically for that purpose, just follow the instructions as it is easy and will have the mirror back on with very little expense involved.
Firstly is the silver piece still attached to the mirror?, if it is then no worries. All you need is some super glue. First slide off the silver metal attachment on the back of the mirror bracket and align where the mirror should go, second, place an amount of glue on the back side of the silver attachment and place and hold for a couple of minutes till the glue sets, wait about 2-3 hours then slide the mirror over the attachment and you are done...

You can buy some quick dry epoxy and reattach it. Make sure you carefully get the old epoxy off both the windshield and mirror mount first. You will want to just epoxy the mirror mount on first and wait 12 hours of so for the epoxy to set and cure real well. This will ensure that when you put the mirror onto the mount it holds stead fast.
Auto parts stores sell "Rear view mirror adhesive" - special glue for mirrors. TIP: Follow instructions to the T or you'll be doing it over.
