To reboot it just shut it down, take out the battery and the charger for 15 minutes and start it up again.
To return it to factory setting you need to reinstall Windows. Either use the recovery cd that came with the laptop or any other Windows install disk: put the disk in, reboot, a window will appear asking you to choose the boot device so select the cd and follow the instructions on the screen.
