It could be the pump is bound up but it is more likely the motor is failing. It may be a small part such as the capacitor or the starting switch, but could also be more severe such as the winding itself. You will also want to examine the shaft where it passes thru the pump and motor and look for signs of rust from a pump seal leak.

Start with the capacitor. Use a digital multi-meter (DMM), preferably with a capacitor setting, or an analog meter set for Ohms. With an analog, you should see the needle deflect as if testing a closed circuit then it will slowly drop to 0 if the capacitor is good. If it doesn't move or moves and stays to the side showing a closed circuit the capacitor is bad. If you notice a burn hole near the terminals on the end of the capacitor do not bother to test it. If you do not have access to a meter you can try grounding the posts together with a screwdriver to see if they arc although It is not a very reliable test method. Be sure you are holding on to an insulated handle for the tool you use to short the terminals together or you can get a good poke.

If you are not familiar with testing these parts your best bet would be a local electric motor repair shop to see if the motor can be repaired or if it would need to be replaced. They should also be able to ensure there is no pump damage. If you wish to continue to try to repair it yourself please comment with any questions you have as you work thru the pump and motor.

I have a neptune washer that makes a buzzing type noise when I hit the start button? from motor area. The belt and pulley into the unit turns freely. I did get it to start and the barrel did rotate then...

The buzzing noise is probably an electrical relay that controls the motor. They have a spring assembly on an arm. When you energize it it creates a magnetic field and pull the arm down into contact and starts the current flow to the motor. If it's buzzing, the relay is probably bad and need replaced.

Pump in boiler (worcester 24I)keeps stopping

Electric motors are always equipped with a magnetic starter, composed of a magnetic contactor and an overload relay. It protects the motor from burning out when the current drawn exceeds the setting of the overload relay by cutting the power supply.
Furthermore, motors draw more current during starting and draws even more when the load driven is heavy.
Check the following for early prevention of burning out of the motor windings:
  1. Motor windings
  2. Motor temperature
  3. Line current
  4. Motor noise
  5. Load
The usual cause in the rise of motor temperature, line current and noise is the wearing out of the motor bearings. When the bearings wear out, the motor has difficulty in driving the load and draws more current and temperature rises or the motor rotor touches the stator and causes a grinding effect that produces the noise. When the motor always stops, replace the motor bearings and check continuity of the motor terminals with its body. There should be no continuity between the motor body and its terminals, otherwise rewinding is necessary. In your case check the pump impeller for any obstruction.
Note: Continuity test is done using an ohmmeter. With continuity means zero resistance. No continuity means infinite resistance. You may actually need the help of a qualified electrician.

Engine dies while driving.

the noise you heard in the rear was the electric fuel pump working but it sounds like you have an electrical issue check your wire harness for areas that wires chaffed on metal and cause break in the electric current some known areas are inbetween the radiator and the transmission down towards the tranny pan also check fuse panel might have a loose fuse

Not pumping...not tripping breaker...making an electrical noise like it is trying to start.. a buzzing noise for a few seconds and then stops without tripping breaker...turned off breaker...

Remove pump and check for something stuck in the impellor assuming that it has one. You didn't say what you are working with. So, sounds like something clogged or stuck in what ever it is that you are pumping. If that is not the case then you have a bad pump motor.

I cant stop the whine

Ok, if it only happens when the engine is running and the noise changes with the gas, that's alternator whine. Alternator whine is caused by the ambient noise in the voltage which is produced by the alternator. Alternators don't make DC current, they make AC current. The AC current is then converted to DC current and then sent to the rest of the car. The noise comes from an imperfect conversion from AC to DC. That noise travels down the power cable to the amp and causes noise in your speakers. This is often called "dirty power". Dirty power can be variations in voltage, inconsistent current, or noise within the voltage. One of the simplest ways to clean up noise in a car stereo system is to use capacitors. If you add a capacitor to your system just before the amplifier's power cable, it will help filter out the noise from the alternator. Start with 1/2 Farad or 1 Farad. That should be plenty to clean up the noise. The capacitors will also have a positive effect on your amplifier's thermal and sound performance, but you may not notice it.

When you push start button, it makes noise but won't start.

This is a A.C. hum that you are hearing. this is a warning sign. You are experiencing motor failure. the actual windings inside of the motor are losing their potential to hold an even current due to breakage. the shutdown is a safety feature built in the control panel to prevent electrical spark/fire.
