At the controls there should be a knob that says " Pilot"... "ON" Turn the knob to pilot and hold it down while lighting the pilot lite. Keep holding it down until it gets warm enough that when you leave it up the pilot stays on. Once the pilot lite stays on on it's own turn it to on.

I just pumped out the 7 inches of water in my basement that extinguished my flame on the rheem 21v40 gas water heater. How can I relight the pilot safely?

Manufactures suggest replacing water heater after it has been flooded.
Otherwise replace the burner and pilot assembly.

There is no hot water coming out of any of the faucets since this morning around 7AM EST

You may need to relight the pilot light. If you light it and hold te button for a few minutes and it goes out wen you release it, you will have to replace the thermo-couple.

You don't need to find the same exact model to replace your water heater, any 50 gallon water heater will do unless you have a brand specification that you like to stick with.
