Wont turn on, new batteries, green light just blinks.

Make sure you are using the correct batteries, and that they are installed correctly. Some cameras require more powerful kinds of batteries and will not work with the cheaper kinds.
A blinking light can mean something is wrong with the power, not enough or something else.
If you have a power adapter or can get one, you may try that, to see if the camera will work without batteries. If it does, then some problem exists in the battery circuit.

Wont power on...

If you're certain the battery is fine, the next thing to try would be the following. Pay particular attention to the little switches on your doors:

And if those techniques don't work, next thing to try would be fixes for a lens error (you mention it powers on and off. This is sometimes symptoms of a lens error):

Olympus digital camera wont turn on again..

either the batteries are bad or the camera is defective. I'd get a set of premium batteries (Non recharble-cheaper) and try the camera with it. If it still doesn't work then the camera is defective you can have it repaired or buy a new one.
