This is your complaint;
"I have a Maytag Neptune MDE4000AYW Dryer. The internal light is on but the control panel will not start the dryer. The breaker did not trip, i have full electricity to the dryer. My settings work but will not preform when i press the start button. Is this an internal electrical problem? Can i fix this myself?"

Thank you for providing a valid make and model number!

Tip: A volt-ohm meter is a valuable tool for diagnosing problems.

My Solution:
!. Sometimes a breaker will only trip 1 side of the 2 sided breaker. Reset the breaker by flipping it off then back on to remove any doubt!
Note: This is not 100% positive, as a breaker can fail on 1/2 the sides, so you will need a meter to test voltage, if you have ruled all else out.

2. Sometimes a thermal fuse in the dryer will open due to a venting issue. The fuse is mounted on the blower housing
or on the element tube. See links for part diagram: http://www.repairclinic.com/SmartSearch/SSPartDetail.aspx?PartID=516650&PPStack=1

http://www.repairclinic.com/SmartSearch/SSPartDetail.aspx?PartID=1660&PPStack=1

See this link for diassembly procedures:
http://www.repairclinic.com/0100_18.asp

Inspect your vent thouroughly for obstructions. Also, inspect your lint filter if you use fabric sheets, by holding the filter flat under running water. If the water beads up and does not strain through the filter screen, replace the filter and avoid using fabric sheets.

3. The door switch may have failed, see link for part diagram.
http://www.appliancepartspros.com/partsearch/model.aspx?model_id=46718, See item no.6.

4.Wiring: The wiring at the dryer terminal block may have burned up. See link for diagram:
http://www.repairclinic.com/SmartSearch/SSPartDetail.aspx?PartID=516193&PPStack=1

5. Push to start switch failure. See link below:

This link, http://www.repairclinic.com/SmartSearch/SmartSearch.aspx, provides exploded view imagery, belt routing diagrams, parts imagery and function, parts ordering and shipping information, error code details, just about anything you need to get your appliance up and running again. Just follow the links to navigate through the site.

You will need to enter the model number stamped on the manufacturers product information data tag, located on the unit, and not in the User’s Manual. to access your product information.

Here are some common solutions to help resolve the issue with your appliance.
Clicking on the underlined links will take you directly to that page.
----------------------------------------------------------------------
Very rarely, a voltage issue could cause this symptom, but you should rule out the other possibilities first, unless you have a volt-ohm meter, then a quick check of the voltage MAY rule out these other issues.
----------------------------------------------------------------------
This could be a motor or drive system issue. To test for a motor problem, you will need to remove the drum belt. See exploded view diagram link below, for disassembly.

http://www.repairclinic.com/0100_16.asp

If the motor fails to start, replace the motor, See link below.
http://www.repairclinic.com/SmartSearch/SSPartDetail.aspx?PartID=2584&PPStack=1

If the motor starts, then you will have to look for:
1. Blower obstruction
2. Rear drum rollers.
3. Idler pulley
4. Drum belt, See link below
http://www.repairclinic.com/SmartSearch/SSPartDetail.aspx?PartID=587636&PPStack=1

5. Front tub glide bearing and seal assembly. See link below.
