Yes, the soil can be wet but the leaves of the vegetaion should be dry and there should be no rain for an hour after the application...
The roundup is actually absorbed through the leaves....and then transfered to the root system that way,
That is why the soil condition does not matter...

When to put down& can i put down during rain

Putting Roundup down when raining will not be effective. The toxin needs to sit and dry on the leaves of the plants. For the best results wait for a warm, dry and wind-less morning to spray.

Please give instructions - dilution rates for Roundup Amenity 5L . This would be for a small garden

For 5L of water 50ml of roundup can be used. Remember Roundup works by being absorbed by leaves not through the soil so spray in calm weather and shield your plants with a bit of cardboard or plastic if you need to get really close.

How soon after spraying with roundup can I lay sod over the sprayed area?

Round up works while it is WET. You can replant the neat day, but I would wait for a good hot day to let it dry up well.

Hope this helps

Can i spray too much roundup and contaminate soil?

No, Round up is one of the most safe chemicals you can use for weed control...actually it breaks down very quickly and all traces are usually gone in three months even at high concentrations...
However it does cost quite a bit and using more serves no benefit...just spray enough to wet the leaves of the plants you want to kill and you will be okay...

Should I spray weeds when they are wet from rain or wait until a warm dry period?

It would be better to spray when the weeds are not wet, that way the poison will be applied to the weeds at full strength and absorbed into the plant directly.
