Please check the settings on the fax machine. check the line to the fax and also the connectors, check using a phone to hear the dial tone.
If this seems good check if the fax dials the call, if not check the settings for pulse or tone and reset. If there is not dialling then the fax machine has problems that are serious which might need careful probing.

Have you taken and old phone and pluged the old phone into the wall and check for a good dial tone? Have AT&T to check your phone line, they will check the line up to the building, you check the rest of the line.

First, check your fax's phone line. Put a regular phone on it and check for dial tone and line noise. If the line is dead or noisy, this will cause a problem. 
You can also try dialing your fax number from another phone and see if the fax unit picks up the line and starts initiating communication. (sounds like modem noises)

If you have a hand set try to use it as a phone. If no dialing tones are present check the phone line connection. If the fax is well connected there is a good chance that you need a part for the machine.

I want to make sure I understand this completely. You get no dial tone from the fax machine when hooked up to VOIP. In the past, was there an audible dial tone from the fax, or did it just dial silently and give you an error if there was no tone? When you said you got a dial tone by connecting a phone to the ext phone port of "the machine" did you mean the fax machine? If you get a dial tone by running a phone through the fax machine, then the line is good. I have used a fax machine over Sunrocket before they went defunct, which used the same technology base as Vonage - so it should work. If you used to get an audible dial tone when using the fax, and no longer do, and you are geting a dial tone on a regular phone that is connected to the ext. port of the fax machine, then the problem has to be in the fax machine itself, not the VOIP.
