Dear Troy,

The phone you mentioned is a china no-name phone, and have hopeless user manuals. I think its easier to ask specific questions rather than looking for the manual.
However, the phone itself is really basic and easy to use.

I just bought N83 china phone. Problem is, after inserting several Sim Cards still, it doesn't accept any of my network carrier..it always shows - emergency call. What to do?!

try to turn it on without any cards inserted. also rub an eraser over the contacts on your sim card...sometimes dirty contacts can be the problem. another thing to try is to check the phones compatability with the area of the world you are in...(GSM 850/900/1800/1900MHZ). check the settings within your phone as well to see if your sim cards status is turned on and last but not least...is the sim card in the right way?? sometimes it might be upside down.....i have a sciphone i9+++ dual sim quad band and when i first got it...i put the card in upside/backwards down..lol... its all good now.i hope this helped.

Make sure its not a 3G sim card. The phone doesn't work with 3G sim cards. Try a diff non 3G sim card and see if that works.

Voda-Phone V2 - Touchscreen doesn't recognize touch

Try to put only one SIM card in slot #2.
Now maybe the touch screen is working-
If not, try to put only one SIM card in slot #1.
The problem could be the 2 SIM card at the same time (also if it should be recognize 2 in the same time).
I have seen a V2 with this problem. Regards, davide
