The problem is either with the drive itself being bad, the Center Control Cover (CCC) being bad, or a problem with the BIOS. First, try updating the BIOS on the motherboard. If that doesn't work, try replacing the CCC. It is the plastic strip above the keyboard with all the capacitive touch buttons. The control cover is customer replaceable following the directions listed on Dell's site for your model. The only thing to try after all this is to replace the DVD Drive.
Of course, if your laptop is still under warranty, I'd be giving Dell a call.
