Yes, the flashing light on start-up is actually the Waste Ink pad is full
a Canon tech suggests that the job is very difficult (unfortunately even for them)
HOWEVER....good news is that you can override it for awhile...

• turn off power
• press & hold RESUME button, then press POWER button
• continue to hold POWER then release RESUME button
• Press RESUME Button 2x quick
  
• Release both RESUME and POWER
• Green light will now blink, then stop
• With Green light on....press RESUME 4x
• Push Power button to turn printer off

this should resolve the issue
