Yes, the flashing light on start-up is actually the Waste Ink pad is full a Canon tech suggests that the job is very difficult (unfortunately even for them) HOWEVER....good news is that you can override it for awhile...
turn off power
press & hold RESUME button, then press POWER button
continue to hold POWER then release RESUME button
Press RESUME Button 2x quick
Release both RESUME and POWER
Green light will now blink, then stop
With Green light on....press RESUME 4x
Push Power button to turn printer off
this should resolve the issue remember

Had a Canon i9950 for 4 years, the last 2 it's been fitted with a CISS system without a problem, till last week. Finished printing a job one day & the next day it stopped printing group 2 colours. tried cleaning the printhead, but it is the same. Air bubbles seem to be back-feeding up the lines to the bottles. Could it be the purge unit?
