You are only *possibly* covered for a refund if you use Paypal. I would call Paypal first and review the eBay terms to ensure that you'll be covered. Many times, they won't cover overseas transactions. As a rule of thumb, *never* wire money to somebody on eBay.

WHAT ARE THE STEPS TO COMPLETE A TRANSATION WITH PAYPAL. ME THE SELLER AND PAYPAL

Are you buying something? Basically both parties need a Paypal account. Then you follow the payment instruction to send money to that account. If its the reverse then they send to your account. If its an ebay purchase don't do this outside of ebay because you won't get buyer protection. It could be a false sale. Read up on how paypal works and be careful, if it looks too good then it probably is.

Hello,

The following step outline will go over the normal PayPal process which begins with attempting contact at a seller and then filing a dispute.

To request a refund, send the seller an email. Ask the seller to click Issue a refund beside your payment details. You can request a refund up to 60 days after you pay for your item.

Here's how to find the seller's contact information:
  1. Log in to your PayPal account.
  2. Click History.
  3. Click Details next to the transaction you want a refund for.
  4. Use the contact information to send the seller an email.
If the seller won't refund your money, you have 45 days from the date you paid for your item to file a dispute.

Filing a dispute
Here's how to file a dispute:
  1. Log in to your PayPal account.
  2. Click Resolution Center.
  3. Click Dispute a Transaction.
  4. Select Item dispute, then click Continue.
  5. Click Find transaction ID, then click the transaction ID you want to dispute.
  6. Click Continue, then follow the instructions.
If you purchased your item on eBay, go to eBay's Resolution Center to open your dispute. Go to eBay and click Resolution Center at the bottom of any page

If your dispute is not resolved or escalated to a claim within 20 days it will be closed

Escalating your dispute to a claim

If you can't resolve your dispute with your seller, we can help. Just escalate your dispute to a claim and ask us to look into the transaction. We'll review your case and decide whether you're eligible for a refund. We can usually decide if you're eligible for a refund within 30 days.

Here's how to escalate a dispute to a claim:

1. Log in to your PayPal account.
2. Click Resolution Center.
3. Click View next to the dispute you want to escalate.
4. Click Escalate this dispute to a PayPal claim, then follow the instructions.
5. Click Escalate to a claim.

To check the status of your claim, log in to your account and go to the Resolution Center.

To learn more about our dispute process, look for the How to Dispute a Transaction tutorial in the Resolution Center.

Can you pay for items by check on ebay and how early do I have to order something to get it by christmas??

It depends on the individual seller, what kind of payments they'll accept. As far as checks and wanting it before Christmas you might run into a problem as those that do accept checks may not ship the product to you until after the check clears their bank. That could be a few days or up to a few weeks, again depending on the individual seller. Usually when you view the item you're interested, near the very bottom of the page you'll find a section that says... Payment. That's where they'll let you know what type of payment they'll accept. By far the most popular is PayPal, which is owned by eBay now. With PayPal you can set up your account to allow them to withdraw funds from your bank account, either savings or checking. If you're not comfortable with that, and a lot of people aren't there are still other options to use PayPal. You can buy what's known as a "Money Pack" which are available at a number of major retailers. There is a fee for this, and have that wired to PayPal to deposit in your PayPal account, then they'll withdraw from there what you need to pay the seller. Another way, and it's the way I used for a long long time, is using a Pre-Paid Debit Card. Most sellers will accept them and run them through PayPal just like a credit card. The reason I chose that way was I could control how much money anyone had access to if the card was ever compromised, which it eventually was. I had deposited just enough to cover an online purchase to site, other than eBay. When I went to make the purchase I found out somebody had used my Debit Card number to make a number of purchases that I never authorized. While whomever it was went on a spending spree trying to buy computers etc. but luckily those purchases were turned down because there was insufficient funds in the account. According to several sources there are some people that use number generators, which generate debit-credit card numbers randomly. Then they try to charge, first small things on it, and if the charge is accepted they go nuts buying all kinds of stuff. Had it been a bank affiliated Debit Card they could have literally wiped out my bank account in a few hours. It took me almost 2 months to get my money back and I will never deal with that Debit Card company again.

You need to file a report with eBay against the seller. Have you tried simply contacting the seller and asking about the product?
I would try to explain it here, but they do a better job on their website: http://pages.ebay.com/help/buy/item-not-received.html
It's very straightforward and they will work with you to get your money back! Hope it gets fixed! I recently had to do this with a buyer rather than a seller. Good luck!

Do not continue the transaction and do not pay for this item. VPP only works if you purchase an item on eBay motors site. ask the seller for the eBay 12 digit item number so that you can check if this item is a legite listed item on eBay. Do not pay if you do not bid or won the item on eBay site. This is a spoof email. Please forward the messages you got from this seller to spoof@ebay.com so that eBay can investigate this for you

Hi I need some info is there something called safe account on ebay, cause I am interested in buying a car , and the seller says that if I put the money in a safe account then he can ship me the car and if...

there are no SAFE ACCOUNTS ON eBay. You need to purchase the item using your eBay account so that you can be eligible of the vehicle protection program. there are also no eBay agent who collects the payment and there is also NO eBay WAREHOUSE. if these are visible to the deal that you are getting with the seller, i suggest that you need to report this seller by sending all the emails you from this seller to spoof@ebay.com and DO NOT CONTINUE THE TRANSACTION. always ask for the eBay user id and the 12 digit item number if you will purchase an item on eBay.

Happy New Year! Cheers!
