Who would prevent them from selling anything they like? Who would enforce that law?

PROBABLY, somewhere, whomever sold you that adaptor PROBABLY said something about its power requirements. It may not have been easy to understand, but it was probably there.

But... that doesn't get us any nearer a solution for your problem. For taht... there's WalMart, where you can buy a four-port POWERED USB hub (buy one that comes with its own "wall-wart" power supply).

Oh - you're in the UK. Do you have Wal-Mart there? If not, wherever you buy electronics stuff (including amazon.co.uk), they'll have a powered USB hub.

I have a Q-Stor 7 port USB hub, Model QU2RCT7. I

I don't have the original power supply for my QU2RCT7 either, but most hubs use a 5v DC power adapter, typically with a 2A. (2 amp) rating. I'm using such an adapter with my QU2RCT7 and it works fine. Make sure the adapter you select is tip-positive (ie, the "+" terminal is the "tip," or center, of the connector).

Can't access drive, drive won't start

If they are clicking it is because there is not enough power coming from the USB ports on your computer. If they don't have an external power source they will each need to be plugged into their own 2 separate USB 2.0 ports, they will not run on USB 1.0 as they won't get the power they need. Laptops tend to have more power robust USB ports than desktops. Hitachi supplies those drives with a pigtail adapter as they are power hungry. You can go down and get the external power supply for the drive and it will solve your problem as well. Or get a powered type USB hub, that has an external power adaptor that van power peripherals They will not run off an unpowered USB hub.

Wireless adapter

Try to reset computer by unplugging for 1 hours and put it back after 1hour. If the reset did not work try using an usb powered hub in the middle, this sometimes fix the problem.
If the HDD still does not work after the above then it is probably faulty.

Overheating

We had a GE 7 port usb port and it overheated and melted----thank goodness I got up when I did or the house would have caught on fire. The only thing we had connected to the usb port was a APC battery backup unit. Any reason why the usb port overheated?
It was pugged into the battery backup unit and I am hesitant to rehook the computer up to the battery backup unit and also will not by another GE usb hub again and whatever hub we do use, I will not plug it into an outlet!
the computer was downstairs and I noticed the odor of electrical burning smell upstairs---the unit was bought nov 25, 2007 and we returned it to BJ'S for a refund today-----I do not reccomend this product to anyone.

Belkin N1 Wireless Adaptor not connecting on PC

what the adviser meant was your pc cannot provide enough power to the usb port to power the unit, assuming you have tried other ports and it still wont work; you will need to either purchase a pci usb 2.0 card adapter or purchase a mains powered usb hub and connect to this instead.
