Try oven cleaner or paint remover. Note that if you use paint remover it will damage the handle or any paint that may be on the metal. Most skillet handles are easily removed with a single screw.
If you DO use paint remover or oven cleaner, MAKE CERTAIN that you clean the skillet well before cooking in it. Wash it several times, then put it through the dishwasher a couple more times. You don't want to ingest any of that stuff.
You might also be able to get it clean using lacquer thinner and steel wool, but do that outside. The fumes are extremely flammable as well as a health hazard.
