If you have already tried cleaning the vent then the problem is with the Thermostat. When the thermostat goes bad it cannot be reset and replacing it is recommended repair.It is located on the blower wheel housing inside the rear panel to the exhaust duct. Your capacitor is a "starter".
It gives the motor a "shot" of extra energy to start only, it is not for running.
Here are a couple things.
I have to wonder if either the motor is a problem, or if the dryer has a problem elsewhere.
The motor could be overheating from lint.
Blow it out with a high pressure air hose.
Perhaps the motor itself is bad.
Perhaps the dryer drum is not rotating freely which would demand more power from the motor.
The dryer drum should turn really freely all the time.
Motors for dryers are much stronger than they need to be to turn the drum.

When Itry to start my dry, it won't come on and I hear a noise(like an electrical relay when it stuck on)

the dryer drum belt is broken and there's a belt switch that shuts off the unit to prevent a fire from the drum not turning and the clothes overheating,the buzz is the motor start switch trying to start the dryer

My dryer flew off of a dolly when loading it on a trailer to move it. It smells like rubber is burning when I turn the dryer on. It was working fine until we moved the dryer. Could it be the belt is loose?

If the dryer fell some distance, the drum is probably out of alignment.

If the drum is not spinning at all, something has jammed the drum and the belt is being overheated by the motor pulley.

If the drum is spinning and there is a rubber smell, the drum has been knocked off of its rollers and/or glides.

When the dryer stops and you try to restart it do you hear a buzzing sound? If you do then you have a overheated drum motor. Full of lint or bad motor bearings. If bad motor bearings only solution is to replace the motor.

yup, the thermal switch on the motor is tripping because of an overheated motor. This is the problem if you can't turn it back on right away and have to wait 10 minutes or so.

Motor not strong enough

The problem dosen't sound like the motor. Check to see if the drive belt is loose and slipping. This is the usual cause of the problem you describe. If not, the bearings for the drum may be going bad. The heating elements should turn off shortly if the drum stops so there is little danger of overheating.

Dryer won't turn on

Your heater relay switch has gone out - there are several of these in the heater electrical cycle designed to prevent the dryer from overheating - never-fear though, it is a common and inexpensive repair. I recommend you have it done by a professional unless you really know what your doing.

The dryer will not start - the sensing lite comes on, and thats it. the motor doesnt even attempt to turn. the door open lite (in the drum) works with the door switch

sounds like the drum belt is broken there is a cut off switch to prevent the dryer from running/overheating if the belt may break
