The 15 min timer doesn`t work anymore tried getting a new switch and still nothing. Any suggestion?

Fan or electrical wiring or power source are suspect.

Fantek RTS2 is supposed to boost HRV/ERV system into high speed for 15 minutes.
http://www.iaqsource.com/category.php/fantech-ervs-and-hrvs/?category=1494

If new RTS2 is not working, then either the wire to HRV/ERV system is suspect, unit is not getting power, or the HRV/ERV system is suspect.
If you are using RTS2 for ordinary ceiling fan, then install regular on-off switch and see it that works.
Check that you are getting power to switch and to fan. Check circuit breaker.

Have wired up unit and it seems to only switch off with increasing humidity!! What have I wire wrong?

You wired it right, but your expectation is backwards. This device is intended to turn ON your fan or dehumidifier (or whatever) when the humidity in the room is higher than the setting you have chosen. Suppose the humidity in the room is 50% and you have the device set at 40%. In this case it will be on and will remain on until the humidity in the room drops below 40% (plus or minus whatever it's margin is). Now suppose that you decide that 60% humidity in the room is acceptable. So you turn the device UP to 60%. That's higher than the current level in the room of 50%, so it turns your fan (or whatever) OFF. Sounds to me like it's operating correctly. If this is helpful, please vote. Good luck.

Size of vent pipe

You will be fine with 2 bends in an 8 inch pipe. If you bend it more than 3 times though you will loose fan force. If you up to a 10 inch duct you will not have good fan force because the space is bigger.
