For such a sophisticated calculator (computer) a simple thing like entering a fraction seems too difficult to explain. There are a great number of scientific calculators that handle fractions easily.

Anyway, to manipulate fraction without their being calculated numerically, you must use the CAS.

Press MODE then F3 CAS.

In the CAS screen, move cursor to the _numeric option. If it is cheked, uncheck it by pressing F3:Check.

Press OK to exit the CAS configuration screen. Press OK again to exit the MODE screen.

You can know enter fractions using the division key (Z)

If you type 1/5 + 13/7 you will see 72/35

Now if you enter 1/5 then press the ENTER key you will see 1/5. But if you add to that 13/7 you will see 1/5+13/7 and the result will not be calculated. To calculate the resulting fraction you must press EVAL (Green Left Shift ANS) ENTER.

As you can see, this is not the most efficient way to handle fractions.

You must graph each part as a whole function and just pay attention to the one section in the bounds that it is active for. There is no way to only graph part of a function.

The TI-84 doesn't really work with fractions. Type in a fraction as a quotient. For example, to type in one-half, type ( 1 / 2 ).
