Try removing the plug completely and waiting about 30 seconds before you plug it back in. Sometimes a full discharge of the PSU helps in case of power surges. After that, try using the power button again.
If that fails, there could be an issue with some of your peripherals (if you have any). Try removing all external devices (especially USB devices) and give it another try. One of them might be short-circuiting...
