Default on most systems is an industry standard 4 seconds. However your computer is never really without power even if you unplug it. You need to unplug it and leave it unplugged for at least 30 seconds or so to make sure all capacitors discharge. then make sure the switch on the back is on then turn it on.

Turn the power supply back on now... if that doesn't work, unplug the power cord then plug it back in and make sure the power supply button is in the ON position before attempting to turn ON the computer tower. You should NEVER have to flip the power supply switch to turn off a computer. Even if it LOCKS up tight, you can "Press & HOLD" the power button in for roughly 6 seconds and the computer WILL turn off. I guarantee you it will turn off that way... go ahead and try it once you get the system on. If these things won't work, you may have fried your power supply, but I highly doubt it. I'm guessing something is still off.

You will have to get your power button unstuck. I do not know what type of button you have but if you would like to at least get your PC on without it instantly turning off, you can remove the power switch connector from the motherboard. You will eventually need to have the switch unstuck, or replaced though.

No video output, and no power down

Check the monitor plug for a pin that has become pushed in. If the pins are good test the monitor with another computer.

Also check for a second monitor output, as the one you are using may not be active.

As far as the power button not working there could be several explanations. The button itself may not work. If when pushed the button turn the computer on, then you may want to check within the bios power management setting to verify the power button is setup to turn the pc off.
