Question about Cobra 29 LTD CB Radio
Hello from what you are saying it sounds like not enough power have you connected this to power supply with output voltage 13.8volts ,,yes well if you have the problem is with the voltage regulator you will need to have this replaced this would cause the hum unless you were using a battery with charger connected this would cause a hum aswell goodluck

You can switch the AM band tuning steps between 9 kHz and 10 kHz.
The initial setting is 9 kHz. Please set the AM tuning step frequency to match the AM band tuning step frequency in your area.
USA and Canadian models 10 kHz
Other models 9 kHz
Press MEMORY while holding down TUNER.
Note: All the preset stations are erased when you switch the AM band tuning steps.
