Your do not say what the tool/appliance is, but from your description it seems to have an electric motor and the symptoms you give seems to indicate an armature that has some inoperative windings. There should be considerable sparking coming off the brushes as well. If you continue running it, it will eventually just blow and stop altogether. The motor needs to be replaced, I have seldom had much success just replacing the armature.
