This may not be a problem on your side of he computer. This may be that you are broadcasting your voice and their speakers are too loud or too close to their mic and it repeats back to you caught in a loop. A good way to check this is to have you and them put on head phones. One of you can the go to speakers and see that way if it returns. If using Skype there is also a possiblity that it is the service. try disconnecting and rebooting and try again.
