Change from celciues to farenheit

Depends on the weather app you are using, there will be an settings option or menu, locate it and change from Fahrenheit to Celcius or vice versa. Now, sometimes even though you select this, it may display well in the cities you set up, but may not display correctly in a 5-10 day forecast. Like the developers are US based and set the defaults accordingly.

Setting local weather location using weather bug gadget in vista "64"

Some cities are not supported by the gadget. I find this true for many apps and gadgets. For city support you can use an app or extension in your browser to go to the weather bug site to change cities. most of the time this will work, but not for all browsers and systems as support for the systems may not be there. I hope this answers your question.

When I open MSNBC on my Ipad I get the wrong city for weather and local news.

Try clicking on the city it 'thinks' you're in, and see whether that allows you to either add or change cities/locations. If can only "add" then add where you actually are.
Restart Internet Explorer and MSNBC, and see if both locations are now available; click on the one you don't want, and try to delete it.
Given that each version of Internet Explorer displays content slightly differently, and I am using Windows 8.1/IE 11.0.4, it's difficult to be exact for you.
But this should give you some pointers to fixing this issue.

Why does the cloud have a queston mark in the middle of it

It may not be able to determine your current location (as it uses your ISP's given IP address to determine) and you can manually set your location but their software does not retain your setting when you close the window. As their website states:

Some of our toolbars provide a handy weather widget in the list of buttons. By default the location displayed will be based on information provided by your Internet Service Provider (ISP) which may not correctly reflect your actual location. To manually change the weather location:

  1. Open the weather widget by clicking on the toolbar button fab0647935ab42aabb69f23361c5a045, and click the "Change" link found at the bottom right of the window (identified with a red square in the image below)
    . 30a512dbef3b484f9c3dd49cf91b3500
  2. Enter either your desired city name, or zip code in the search box.weatherlocation.jpg
  3. Click Save or hit the enter key to select this new location and close the edit dialog box.

If your location is not found, we will display the weather for the nearest location to you. As our weather information is provided by a third party, we unfortunately do not have the ability to add new locations.

RADAR (WeatherBlink only)
Unfortunately at this time the RADAR widget cannot be customized to retain your currently location. While you can input your Zip code to show the radar for your desired location, this setting is not retained once the window closes. We are looking to see if this can be resolved with our content provider and regret any inconvenience this may cause.
