I hae to say it, but it sounds like the motor has already gone out. That loud humming noise is usually the start windings going out. There is no other way easily to tell if the motor is out, but taking the belt off and saying it doesnt look broke what work in this situation. I would imagine that you have a DOTT (Dryer Of Tommorrow, Today) dryer, because you said it had the front panel. The motor part number is 279787 if this the case. the front has to be removed to re place the belt lift the top takeout the two screws holding the front on unplug the door switch then kinda snap the door forward the drum should stay put and then but the belt on and you should find the pulley it fits in a slot in the bottom part of the drier put it in its slots pull it back to put tension it then let it back to keep tension on the belt

Should be able to take the back off. should see several screws holding the back on, The removable back is usually a metallic color and not the same color as the cabinet If not, while looking at the back notice where the top and back meet in the seam there should be a metallic looking clip or hinge with a screw in it. Lossen screw dont take it all the way out then go to the front of the dryer and where the seam is between the top and cabinet take a flashlight and look for the two clips are in the seam take a flat tip screw driver and push in on both of these and without marking up the dryer lift with screwdriver against the top. Top should open up then you should be able to get to the belt easier.

in some models you do it from the front the drum sits on 2 bogie wheels and the belt sits behind ,lift drum off bogie wheels and thread belt around pulley it should be on a spring tensioner and it allows you to swing pulley up or down try to thread belt around drum and replace drum back on bogie wheels.... in some dryers you may need to thread belt on drum and then onto pulley good luck
