My s100-s1133 protege will not boot-up. The screen is full of checkard black boxes. Could this be the motherboard and if so, how much for the repair?

This is unfortunate, as that points at a display problem which in my experience with these laptops comes with very little chance of repair.
In my opinion it is caused by overheating of graphics processor due to the portege's relative small build. The fix would require dissasembly of entire laptop and re-soldering of graphics processor. This takes a technician using a microscope equipped station,( my father does this and makes over $40 an hour and I bet his company charges more. It is not cheaper than some new laptop models available today. The non-expensive fix but risky, would be to disassemble board and attempt to re-flow graphics processor connections by heating with heat gun. When I attempted this I lost entire display. My recommendation is to use external monitor if possible, which may prove futile since issue with graphics will likely be visible on that too. good luck

Sounds like your notebook video card is bad. It drives both the LCD panel and external displays. You'll need to replace it.

Possibly the lcd cable is not completely connected, driver could need to be re-installed, but more likely, the video is going out. That's very common in these Toshibas.
Sorry, wish I had it here, I could tell you in 30 minutes.
Good luck
