I had this problem on acer touchscreen thre is no solution, but the only way to stop is take out the plug from the scet then art the computer in safe networking prompt mode then go to control panel, click system and security then click restore computer to an earilar time, click the last update and wait and hopefully it should show to logon screen when you turn it on.

Im going to guess its a pc with a touch lcd. If so, the first thing to do is check the vga/dvi cable is securely fastened to both the screen and the pc. If the monitor came with both vga/dvi cables then change the cable. If this does not help there may be a problem with the video card. If you installed an after market card make sure it is securely fastened to the connection on the motherboard. Lastly if you have a spare monitor try plugging that in just to make sure the touchscreen is not the culprit.
