The foot switch is bad and need to be replaced. This is somewhat common with the use of a foot switch. I personally changed mine out to a handle toggle to save wear and tear. Take it in to a company Ma and Pa shop if you have one they can fix this rather cheap and know where to get the parts for it. Here is the link to get started for the parts click here. Thanks for using FixYa! do not forget to place a vote for me. John

I can't empty it

A bit of irony that the Healthy Home vac won;t empty. The dirt cup may have been put on incorrectly and will require some brute force and awkwardness to remove. I have had to pry these off with a large screwdriver in the correct place.

I have Bissell Power Steamer Clear view IIII #3105403. I let someone borrow it (mistake #1) and he over extended the foot pedal that angles the upright during use. The pedal is still connected, but the power steamer is locked in the upright position. There is also a bit of dirty water in the bucket, and i cannot empty it because it's basically locked in now. HELP

Hello,
I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure.

Sorry you are having a problem with your Bissell, it sounds like he bent the handle release lever and you either need to bend it back or replace it depending on the level of damage to the item. Please feel free to contact the Bissell factory to see the best way to fix the problem, it is not an expensive fix however so contact your local vac dealer or get a referral from the Bissell factory for the nearest Bissell authorized dealer in your area.
So if you need further assistance, please feel free to contact your local vacuum cleaner dealer in your area or in the yellow pages, or contact the factory phone number or website to further assist you with your questions.
