Does this heat sink have pre-applied thermal interface material? Looks like it does--has a round coating of gray material on the contact surface.

Yes, it is TIM. However, i would recommend getting a cheap tube of Artic Silver 5, because the TIM included with heatsinks is often very low quality. You would get better temps with AS5. Hope that helped.

My pc fans runs constantly and the computer is hot

There are several things to look for here.
  • The CPU Heat sink (the big metal block with a fan) may not be making good contact with the CPU surface area.
  • Thermal compound may have not been applied between the CPU surface area and heat sink
  • The heat sink and fan are not sufficient enough to cool your CPU
  • Dust buildup is not allowing proper circulation of cooling air
If this system is not a name brand and covered by warranty then I would remove the heat sink (carefully) and verify that the mounting bracket is not broken or loose. I would check that ample thermal compound is applied, and if not use rubbing alcohol to remove all compound from the heat sink and CPU and purchase a tube of compound to apply yourself. I would also thoroughly clean the heat sink with compressed air.
If the heat issue continues then you will want to consider upgrading to a more powerful cooling solution.
The CPU fan should run constantly but in some systems will run between 50% and 100% speeds assuming a variable temperature control is applied to the system via motherboard or third party installation.

My HP computer keeps shutting down intermittently

Its either a power supply issue, or thermal issue. Here's how you can diagnose: Open the case and allow it to cool. After its no longer hot, observe the heat sink and fan. Is it loose? Unclipped? Remove it, and check for thermal compound. Its a silver, gray or white paste. It should be evenly distributed and not too thick. If there's none, apply it by scrubbing the surface with alcohol ( avoids moisture) & apply a small bit to the center. You may spread it if you wish as long as its even. Is the fan running? Make sure its connected. If this checks out, it's a power supply issue/faulty capacitor somewhere.

Is there supposed to be any heat sink paste between the processor and fans

Yes, and this is to promote better thermal transfer between components.

According to studies:
Thermal grease is primarily used in the electronics and computer industries to assist a heat sink to draw heat away from a semiconductor component such as an integrated circuit or transistor.

!!!Warning!!!
Over time, some thermal greases may dry out, have reduced heat transferring capabilities, set like glue and make it difficult to remove the heat sink. If too much force is applied the processor may be damaged. Heating the grease by turning the processor on for a short period often softens the adhesion. It is recommended that thermal grease be re-applied with each removal of the heat sink.

I hope it helped you. Rate for this information will greatly be appreciated. Thank you!

Dell 8400 heat sink / fan issue

You can find professional cleaning solution products at any good computer parts store, or you can rubbing alchohol (the less water content the better) use a lint free cloth like the kind to clean eye glasses.

In my opinion the best thermal paste is Arctic Silver

Power supply not staying on

Sounds like when cleaning your computer, you have also cleaned your processors heat sink and fan. right.

if you have done this then there in lies problem.
either your heat sink is not placed correctly
or you forgot to apply a new thermal interface material. because once you remove the heat sink the interface material is of no use. you must apply a new one. and check that you have placed the heat sink correctly and firmly.

Acer power fg does not start up for a long time. if it does start then it can just shut down with no warning and then will not start up again. fan is working when the pc is running

Your heat sink is not properly working. this is because when cpu heat crosses threshold it shutdowns it self. it will not start again until it cools.

Try to remove the heat sink and then clean the base of heat sink which sits on cpu and apply the cpu thermal interface material. this is obtained in any computer accessories shop. shouldn't cost much. if available go for Cooler Master Cpu interface material.

What is a thermal paste?

hi im josh in cebu phils. may i help you? Thermal grease (also called thermal compound, heat paste, heat transfer compound, thermal paste, or heat sink compound) is a fluid substance, originally with properties akin to grease, which increases the thermal conductivity of a thermal interface (by compensating for the irregular surfaces of the components). In electronics, it is often used to aid a component's thermal dissipation via a heat sink. you can buy this in any pc hardware distributor. i looks lihe an ointment. Good luck i hope i helped you.
