Question about Toshiba Televison & Video
Looking at the video it doesn't seem to be an expensive problem but more likely during transportation something get disconnected inside. It could be a card went out of position or something similar.
I would recommend you to ask how much does it cost to open it and at least visually inspect that there are no loose parts inside, then you can take the right decision.
