Start your camera to preview mode, not using the "on switch" Use the dial to set it to ISO selection, start it , IT should work, Now when your shutter is open see if it is dirty, If yes clean it, Now turn it off , And slightly press AROUND the lens shutter, "NOT ON THE SHUTTER", AND try if that solves the problem, I solved the same problem with my DSC-W55 like that only,

When I turn camera on, lens goes fully out and back in again, about 4 times, then Turn the power off and on again.

Guess work.
When fine sand (or similar particles) get stuck in-between the tubes (lens barrel) the lens will behave that way.
Your case may be caused by something else but its worth trying to fix it yourself first.
Prepare a blower or fine brush, ready in one hand and switch on the camera (either fixed to a stand or stand it on a solid surface) Give it a good blow and brush gently (all around the tubes) while the lens is moving. It will stop and work normal when the foreign body is removed. If this does not work, keep asking because other people might provide a better answer.

Lens of my camera struk and there is an error "!TURN OFF THE CAMERA AND TURN ON AGAIN"

As long as there is a mechanical obstruction, this error will coming back. If you can remove the obstruction, without damaging the lens barrel, please do so. Then remove the battery and reinsert after a few moments. When the error keeps coming back, you should contact a certified Fuji repair centre. (don't forget to ask what a repair will cost, before sending in the camera in.)
Although all mechanical force to a camera should be avoided, sometimes a few taps on the camera, could help to release the lens.
But I should wait with that, if nothing helps and a repair is to costly.

What is the Meaning of turn the camera off remove the lens cap and turn the camera on'

Really it means what it says.
Switch of the camera, and switching it on again, will reset the program, like a cold boot from a computer. Perhaps the camera could not move the lens barrel and as a precaution it gave this warning. When you removed the lens cap, please check there is no mechanical obstruction on the lens. Then switch on again. When the error keeps coming back you should ask advice to a Nikon certified crevice centre close to you.

Please turn off and then back on again

OK you are probably going to think I am loony giving you this advise But No I am completely sane!

Get a can of compressed air OR acces to a compressor at your local garage Get them to fit the triggered air blower tool to it.

Blow around the lens in all the extension joins the firmly slap it in the palm of you hand with the side of the camera making contact with you palm. Do the procedure two or 3 times and inbetween the slaps turn it on to activate the lens mechanism. I have now fixed about 80 of these cameras with this method. I obtained the fix from a camera repairer who charges $90 to do exactly the same. Keep at it as it will eventually work. One tip, make sure the battery is charged before you do this.

Canon A 520 will not keep time

Try the Canon Website Tech support in the first instance. If it is still under warranty - then that's the route to go. If it is out of warranty I suspect it will be time to replace it.
