Guys I found it. It is on main board on Toshiba 46xv640u TV.
You need to know how to solder very small parts, or ask someone with steady good hands to help you. It is faulty 22uf16v capacitor. It is marked on the circuit board as "C606". It is somewhat between two big heat sinks (cages). Do not try to solder out bad cap, nearly impossible. Just twist it off like chicken head, and then using soldering iron just clean soldering spots. You don't have to use SMD Cap. Just band the legs of regular one and solder, watch polarity of course. I am pretty sure this one causes the problem with delayed pictures and no picture at all. I have spent weeks every day to hunt it down. I am not a professional but very stubborn. I even bout ESR Cap meter for this project. Have replaced dozen suspitious CAPs with no success.
So Guys save money. Try it before buying new main board or new TV.
Fix it and be proud of yourself, and give thanks to God because God Is Good.
If someone will have success because of this info, could you please comment. I would be pleased to know my solution helped someone.
Thank you
Nick

Nick, YOU ARE THE MAN! You don't know the frustration I've had regarding this problem, I'm even banned from Toshiba's forum. It is exactly the capacitor you said it was. I even used a salvaged 50v 33uf instead of the 16v 22uf. Thank you so much for sharing this info, it's guys like you that restore my faith in humanity.

Wont turn on. no power light. it worked one day and then wouldn't tuen on the next. no power surge to it

Check and replace damaged component/s at its main power regulator [SMPS] section circuit. Contact any service technician. If you wish to get some details; check the site linked here. Surf the site with patience. Pull up older posts.
http://electronicshelponline.blogspot.com/
It will be best to replace the power supply regulator board as card basis rather than making "Surgery" to it; which usually will make loss for both money and time. Even though you can make it right, it will cost around an amount equal to the cost of a new board; including the cost of (spare parts + service charge) More to say, most of the spare parts to it will be difficult to get from open electronic spare part market. This is true to most of the flat panel TV power supply boards; irrespective of its brand and screen size.

I just downloaded the manual from Toshiba and did a search for Netflix and nothing came up. When I googled your model I saw other people complaining that the TV didn't come with Netflix built in. You can download the manual here: 46xv640u om pdf

My toshiba 46xv640u goes through the initial setup every time after turning it off and turning it on later.

Most newer LCD, LED, or Plasma models "flash" the setup into non-volatile memory devices so this is not normal. If you are requested to "save" the configuration and don't or don't know how, maybe this would happen. Even power outages should not cause what you are seeing unless the configuration is somehow not be retained when the power is removed or by chance you are using a power strip to turn it off when it needs constant power to retain the settings.
