If you have forgotten your password, and you have the administrator account enabled...
At the login screen, press CTRL+ALT+DEL twice.
Login as Administrator.
Your password by default is blank.
If you have changed that password you may have to try another solution.

Restart the laptop and try logging back in using the new password.
Log on without the Windows XP installer. If you don't have a Windows bootable CD, use another computer with internet access so you can create an emergency recovery disk (ERD) that will allow you to unlock a Toshiba laptop. Browse through the internet and search for ERD software.
Burn the ERD program into the blank CD and use it to reboot the Toshiba laptop that you want to unlock. The computer will automatically detect the program, so it will take you to a series of prompts where you can change your password.

I had this issue and after checking the BIOS and various other tests in safe mode, solved it by following these simple steps.
Go to "Ease of Access centre"
Choose "Make the mouse easier to use"
Uncheck "Turn on mouse keys"
Choose Apply and ok.
Worked for me, might work for you.
