This is usually an issue with a faulty operating system.
I'm assuming you mean it's just coming up with a blank screen with a flashing '_' in the top left.

You can try putting in your Operating System Disk and running a repair. In Windows XP you can go through as if reinstalling and it will give the option to repair instead of doing a complete reinstall.

If this fails it looks like it's time for a complete reinstall.

What OS are you running?
If you are worried about a key logger then run a virus/malware/root kit scan. If you want to get even more in detail run a chkdisk from the
C:\ prompt and look for unindexed files. Better yet get a program like Malwarebytes (shareware) or Spybot Search and Destroy (Free) online and run those to root out potential pesky bugs. Stay off free download sites and virus check everything you download before installing. That is why they call them Trojans as they are piggybacked on legit programs or movies you download online.

Click the Windows "Start" button or press the "Windows" key. The "Start" menu opens. Type "Cursor blink" in the "Search programs and file" text box. A list opens. Click "Change Cursor Blink Rate." The "Keyboard Properties" window opens. Click the "Speed" tab. A list of options appears. The "Cursor Blink Rate" section shows a "Cursor Blink Rate" slider displaying a range from "None" to "Fast." Click and drag the slider button to the "None" area in the far left portion of the "Cursor Blink Rate" scale. Click "Apply." Click "OK." The cursor stops flickering on the screen.

Black screen with blinking cursor


That blinking cursor is the way in which the BIOS is telling you that Windows is missing - its most critical, core files have been corrupted beyond repair. The only thing you can do is to reinstall using the recovery cd.

first check the BIOS settings whether the first boot device set to be hard disk and no CD in the CDROM and also ur system is virus free
