Without the CDs, no, not usually.
Sometimes a machine will have a partition on the hard drive which contains the recovery information to restore the machine but I have seen this very often. If your machine is lucky to be like this you will see a prompt to hit a key at boot up which will boot you into a menu to restore your machine. This is not to be confused with the BIOS (motherboard settings, usually F2 at boot) menu or the Windows boot menu (F8 before the windows logo appears).
