An application you're using is trying to start a software component (the so-called "remote access connection manager" of your operating system (I'm assuming Windows here). It's taking too long to start the component however, so the application assumes there's a software glitch aborted whatever it tried to do. Try reinstalling the software that's giving you this error message.
