I am just getting over the flu, pnemonia, underlying copd and a fribalation. I have been on a steroid and Would like to know how it effects white blood cells

It's pretty complicated.
Having a viral infection can lower lymphocytes, a bacterial infection will raise polymorphs, steroids do not alter total body white cells but makes the polymorph white cells a bit "lazy" so sometimes they appear high but are functioning less well.
Atrial fibrillation and COPD per se shouldn't alter cell counts

Need to find out my health % am wondering because I have copd was in the Navy

You would have to first find out whether any air contaminant to which you would have been habitually exposed in your career has been linked to your particular disease (COPD includes chronic bronchitis and emphysema). Then you would need to see if veterans are entitled to service connected status for said exposure
(Agent Orange is one example:
"The Army Chemical Corps Vietnam-Era Veterans Health Study, evaluated 4,000 veterans who served in Vietnam from 1965 to 1973. The group ran lung function tests, and results are still being analyzed before findings can be published. Until study results are released, veterans can receive disability benefits for COPD and other respiratory diseases based on the results of lung function testing. Lung Institute What is the Connection between Agent Orange and COPD

You just posted again, mentioning asbestos (spelling helps) It would have been better to Edit this post, but here's a link that may help:

(fixya does not do well with links when editing, so you will have to copy and paate to your browser).

How do you treat COPD? I have been told that it is the reason for my coughing.

it really depends on the level of your COPD and the cause. Giving up smoking is the first level of treatment for smokers who are suffering as this can help improve lung function.

There are medications such as bronchodilators and medications that help reduce the inflammation. There is also home oxygen available for people who are suffering low blood oxygen.

You should discuss various treatment options with your doctor.

I gave up smoking but am still coughing. Will it go away?

You may be suffering from COPD which stands for chronic obstructive pulmonary disease. You need to see your doctor who will probably do the spirometry test which is a simple breathing test that can help diagnose COPD.
