Bobbin is jamed, will not feed.

Hi. Sounds like you will first of all need to un-jam the bobbin. Is there a bobbin case involved? Perhaps it is the hook that is not moving? Start by unplugging your machine, then cut away any thread that is tangled or making a "birds nest" in the bobbin area. Use embroidery scissors or a razor blade, removing the cut off pieces as you do with a tweezer. As the tangle is removed, the bobbin / bobbin case should start to free-up. Once you can pull the bobbin out, clean out all of the remaining thread and strip the bobbin. When putting a fresh bobbin in, make sure the tail exits the bobbin case / hook through the slot and under the tension.

Mmy bobbin case fell out of the casing spot and then the bobbin fell out. I don\t have a manual, used to know how to fix the problem simply but have forgotten. thanks for your help.

Hi. Find the end of the thread and pull it out, off of the bobbin a couple of inches. Hold the bobbin with the thread coming off of the top so that if you rotated the bobbin counter clockwise it would wind the thread onto the bobbin. Now take the bobbin case in your left hand with the stem in the center of the case facing toward you. Stick the bobbin into the bobbin case and, taking the end of the thread, pull it to your left while pushing back on it somewhat until the thread enters the slot in the bobbin case. Pull the thread so that it slips under the thread tension spring, pull a little more out, then reinsert the bobbin case until it is seated all the way in the hook. It will probably have a catch that snaps in place.

Jc penny model 1710 sewing machine, the stitching isnt tight

You do not say if it is the top stitches or the bottom stitches for the bottom tension, check that the thread is tight around the bobbin. Make sure that the bobbin is in the right way around - the bobbin thread should double back on itself coming out of the bobbin holder. The bobbin tension adjustment is the small screw in the plate on the bobbin case that the thread passes under as it comes off the bobbin and goes out.
For the top stitch, tighten up on the tension adjustment on the front of the machine which looks something like this:-

Thread accumulating in the sewing machine from the under reel

I hope it is the area under the needle and around the bobbin that you are refering to. In that case check the bobbin tension and that the thread is tight around the bobbin. Make sure that the bobbin is in the right way around - the bobbin thread should double back on itself coming out of the bobbin holder.
