If it won't play and CD's check to make sure it is installed properly in device manager. If it is then the drive may have failed, its just a case of taking the old one out and replacing it with one of the same make and model
yup in windows7 it will really show it is ok but it still may not be the correct drivers for your devices.
In windows 7 it can detect and install a generic driver to any device, but it may not work, the best thing to do is to install the drivers of your system from the Dell website that will specific to your Inspiron Model, Trust me reinstalling all your drivers wont hurt ^_^.
