Hi there,
just to clarify your problem.
1. do you really get a new board or just them fix the problem?
2. what is your Power supply model?

be sure to get a new board for replacement, and not just repair.

Sounds like a power supply or power outlet problem.
If it's still under warrant, return the unit for repair and get it fixed.
After you get it back do not connect it directly to a power outlet.
You would like to purchase a good surge protector and connect you PC to the surge protector first.
You might have a noisy power lines, and or spikes and surges.
The surge protector will secure your PC Power Supply.
You can purchase one from Amazon.com:

Hope this will give you some ideas.

I have PC with i3-540 Processor and DH55PJ Classic series Mother board and RAM 2GB-1333 Mhz (Kingston). 500 GB Harddisk (Hitachi). Window XP Professional. My PC takes a lot of time to star and Shutdown.

This isn't a hardware issue, it's is a operating system issue. Your operating system is taking longer to load up because it is seeking the file information of your hardware, and the apropriate dirvers, and program to go into the opening screen.

Intel DG31PR Motherboard not booting

You could try reseting the Bios settings using the jumper of the motherboard after installing the new Rams. Anyways ,its working, so don't do that now :P .
