Bluetooth on the iPhone cannot transfer files to other phones if that's what you're after. You can transfer some files to another iPhone using an app in the AppStore. Most of them are free and can pretty much do all the work for you. One example of such app is 'Bump'. If you're trying to turn ON your bluetooth and it doesn't work, it may be a hardware issue and needs to be checked by a hardware expert.
