MY LAPTOP BATTARY IS NOT CHARGING AND NOT BLINKING CHARGING LIGHT.BUT WHEN ADAPTER CONNECTED LAPTOP WILL ON AND WHEN ADAPTER DISCONNECTED LAPTOP WILL OFF.WHAT IS THE PROBLEM

Check power adapter's DC plug that connects into the laptop power socket with a multi-meter, the voltage should be slightly higher than the voltage that is printed on the label on the bottom of the adapter. If the voltage is zero or way below the voltage that is printed on the label then the power adapter is faulty and needs to be replaced. If the adapter is OK then connect it to the laptop and power it up, then look at the power/battery charging LED light and wriggle the power plug in the laptop's power socket. If the power/battery LED light flashes and in a certain position this LED light stays firm, then the power socket is either faulty or it has a dry solder joint where it is connected to the motherboard. This can be repaired but it requires the laptop to be completely dismantled to get at this power socket and repair. If you cannot DIY then I suggest you get a quote first.

In which model laptop is this for, however in most cases if there is a blinking light even though if you have it connected to the ac adpater and this happen, it could be that your ac adapter is bad and is not charging your laptop. Does this issue occue when the adapter is unplugged and running on battery only, or both?

Since you tried your battery on another pc, then try a different charge power supply on yours. You may have a bad power supply adapter or your battery terminals on your pc may be dirty and need to be cleaned with rubbing alcohol and a cotton swab.

yes you labtop battary driver may be currepted. so install fresh battary driver

it could actually be the AC adapter. I've seen a lot of those short out before. If there's a lighting indicator on the power supply check to see if it's lit. If there is none try a new AC adapter. If the AC adapter doesnt solve the problem then its most likely the motherboard.

There is short somewhere on the board. That's why it's blinking.

Disconnect DC power cable from AC adapter/charger. Battery charging will not be possible if the DC power cable is left connected to the AC adapter/charger.
