on Internet explorer click on > tools> internet option>Security TAB>click on restricted sites>sites button>>>look for facebook.com on the list of websites that has been block and remove it from the list...
Click on tools>options(internet options) & then select security tab .In security tab select restricted sites then click sites tab.Then remove the site name you want to use & click apply. this may help you.
Your university has done that for a reason. You might break the law if you try to bypass those restrictions. Please think of the college tuition your parents pay and if you want to risk doing this.
