If it's the outside meter call your gas provider. There obviously is a problem requiring professional support.

Do not get 24 volts from 120/24 volt transformer how test it?

Yes. There could be a couple of high limit safety devises in the circuit that can open the circuit to the gas valve. Pending your furnace type If your thermostat is calling for heat and the furnace tries to start your transformer is working. High limit safety controls are normally closed. If you have a open limit switch you will not have any continuity through it using an ohm meter or if you test it with a volt meter you will have 24 volts across the terminals of the safety devise. Other problems can be pressure switches, hot surface igniters and control boards. most newer furnaces have a control board that will flash a light code to help trouble shoot the system. Count the flash pattern and look on one of the furnace doors for the flash code directory.

Tip

Trouble shooting your gas Furnace

If you are having trouble with you gas furnace they are really not that complicated to figure out. Most of the newer gas furnaces within the last 10+ years have a flash code on the circuit board inside the furnace. The trouble codes are in flashes. For example: 1 flash means ignition problem, 2 flashes mean vent pressure switch, 3 flashes means control board problem and so on. The first thing to do would be to check for a sight glass or window in the blower door to see if there is a flash code. Then you can pull off the blower door to check to see what the code represents. The code chart is usually located on the inside of the blower door.
If there is no flash type board in the furnace it still pretty simple to trouble shoot. First thing is verify that you have power to your furnace. You can do this by checking voltage with a simple meter. Check for voltage at the door switch since this is usally where the power starts. If there is power there then check for voltage at the thermostate between the R terminal and C for common. If there is power there then you need to go back to the furnace and try to figure out where the power is stopping. With the power to the furnace off start to check the safety switches. With an ohm meter or a test light you can start checking for continuity across your safety switchs. Check the roll out switch that is located near the burners if thats okay, Check the high limit that is usually located up higher on the front of the furnace that has two wires going to it, if that is okay then check your pressure switches and these you will have to check with the inducer or vent motor running. Hope that this information is helpful and if you don't feel comfortable using an electrical tester be sure to call in a professional HVAC Tech. to look at it.

After moving my gas meter from inside the home to outside and having a semi concealed meter connected we cant get the combi boiler to work properly we can get hot water and have the gas fire on but

your boiler needs a minimum gas pressure of 16 mb to light successfully. if your gas pipe has been extended it has to be able to flow enough gas. it may need upgrading to 28mm for even as little as a metre from the gas meter. if your central heating works ok when the fire is off then this is your problem

Can water in gas cause the check engine light to flash

A flashing check engine light means turn the car off immediately or severe damage can occur. It usually means unburned gas is going into the catalytic converter. Water in the gas can cause misfires where the gas does not ignite in the cylinder, allowing unburnt gas into the catalytic converter. It might be an ignition coil is bad but could be water in the gas. An obd meter could tell if it is one cylinder or multiple.

How much gas (energy) does a rheem HT55 use per hour in average?

I think HT55 is Australian water heater.
You can add a comment and describe the product in detail since I cannot find that number listed on Rheem site.
The problem with water heater ratings is they are meant as industry comparisons for new units that are operating at peak performance. They do not account for factors at your location such as mineral build up, incoming water temperature, faulty parts, un-maintained parts, obstructed venting, etc.

To get accurate number will require work on your part:
1) You can add a gas meter to that one appliance.

2) Or look at gas meter reading at beginning of day. Digital gas meter would be necessary.
Turn off all other gas appliances, or make sure just the pilot light is only thing operating.
For a full day, let the HT55 operate normally.
Read gas meter at end of day.
Analog meter would be hard to read with only one day.

3) Another way is to look at BTU rating of all gas appliances on the same meter.
Figure weighted average of each appliance based on amount of time each appliance operates and amount of gas it consumes when running. Then figure percentage of gas that HT55 consumes. Read the gas meter one day, and then read meter again 30 days later, and take percentage that HT55 consumes.

Fault code 11 flashing started when the meter was replaced outside don't have a manual to tell what it is

Apparently, when they installed the new gas meter, they didn't purge all the air out of the gas line to your heater. So gas is not getting to the heater. Fault Code 11 is an Ignition Failure.

To help you even more, I am providing a link to your Owners Manual that you can download and print for future reference. http://www.rinnai.us/documentation/downloads/ES38_1004RFA_Manual.pd

Hope this helped to solve your problem. Please be kind enough to let me know.

I have a 15 year old York 80 diamnond unit and i have four flashes which tells me to open up limit? how do i do that? thanks.

A limit switch opens when the heat exchanger gets too hot. To check the switch with a meter turn the power to the furnace off, then disconnect the wires from the switch and set a meter to resistance, if the switch is open the meter will indicate infinite resisitance. There are several reasons why a limit switch opens and some of those reasons are
1) dirty air filter
2) the gas pressure on the gas valve is set too high
3) a problem with the blower motor

Rheem Eco-180dvn. Error code 12

actually, does it give you a big rumble? if it does, then your problem is that the meter's btu's are not high enough and there's too litle gas getting to the heater so it's blowing itself out, basically. you'll need to call your gas provider and ask for them to bring in a higher btu meter. around 220,000 btu meter is best, so your furnace and gas stove(if you have one) dont take to much gas themselves, meaning dont get a 180,000 btu meter, because it would only be able to supply the heater.
