Grab the hand guard and pull it fully back to the main top handle, it may take a reasonable amount of force as it is compressing a fairly large spring inside the brake.

On Homelight 3816c what is the position position of chain brake when cutting

Easy enough to test which position is correct. With the saw not running of course, Try each position the one where the chain moves freely is the correct position. Most likely on this saw it will away from the bar (rearward).

When cutting with saw sthil 026 it shoots sparks from the bar or chain nothing seems to b blocking bar???

First, don't cut nails as you will dull the blade in seconds. Is the safety anti-kickback bar shoved into position. That applies a chain brake that can spark if you can get the engine started with it engaged. Other than that, inspect for the chain running into stuff it should not. Assuming you have put oil in the chain bar reservoir and pumped the pump a few times to get some pre-lube on the chain & bar;.

Have a homelite gas chainsaw it will start and idle but can' t seem to figure out why the chain won't turn. is there a button of lever to hold to turn the chain to cut?

The saw has a centrifical clutch that engages as rpm's rise. Some saws have a safety brake. It could be stuck. With the saw off can you move the chain by hand? When you rev the saw does it sound labored? The groove in the bar might be obstructed making the chain hang up. If it revs freely but the chain doesn't move, your clutch could be worn. .

Husqvarna chainsaw 235e starts but the chain won't move. Maybe the brake is stuck??

Does the brake seem to 'snap-over' like it should? Pull it back to release position, and remove the drive cover. Check the entire brake for debris accumulation or bent/damaged brake band. Check the chain to see if it is being oiled. Remove the bar/chain and clean the entire assembly, particularly the small oil passages in the drive end of the bar. Start the engine and watch for oil oozing out of the small side port where the bar fits. If ok, reassemble the bar/chain. If no oil comes out, investigate the oil pump, lines, and filter/valve in the oil tank. Mount the side cover, but leave the fasteners finger tight. (The chain teeth cut toward you on the bottom run) Tighten the chain until the lower run comes up to the bar, but can still be turned by hand. Tighten the fasteners and recheck the tension. Trip the chain brake and make sure it locks the chain, then release it and make sure it turns freely. Check the chain oiling by running the bar tip at speed near some cardboard--it should leave a thin line of oil on the board. Hope this helps!

Chain saw motor runs but chain doesn't

There are a couple of reason the saw blade will not turn.
- Make sure you have bar and chain oil in saw.
-Make sure oil is running on the saw blade and chain.
-Make sure the clutch is not stuck.
- Make sure the bar sprocket is not frozen.
-The safety kick back guard needs to be re-set.
-Shut off saw. Push and pull guard.
Please let me know what you find.

I have a poulan 18" chain saw. The safety band that goes around the clutch came off. Need info on how to put it back on

You don't list your model; There are probably over 100 to choose from. Find your model here:
Poulan.com
http://www.ordertree.com/modelinfo/POULAN-WEED-EATER/75.59.html
Open the IPL. find the "Handle,Chasis and Bar Assembly" or similar page. That is the only drawing showing the chain brake parts. If you aren't able to repair it using that your options are to find your friendly neighborhood chainsaw shop or a new saw. HTH

Make sure the chain-brake is not on.
Take off the bar & chain & clean it. While they are off, check the sprocket is free to turn.
Check the bar is not pinched on the chain.
