I have a Ts3 which is very similar to your model. I had this happen today only after having this camera for 1 week. When I powered it on it would immediately focus lock and all other buttons were not usable expect for shutter button. I found some fine sand had wedged its way into the shutter button which was preventing it from fully releasing. In other words, it was acting as if it was 1/2 depressed getting ready to take a photo.. So the solution? I got the little brush out that comes with the camera and got the sand out. All works fine now.
